I just realized I can't let a score to some script without letting a comment, but I saw a lot of times a ratings without discussions. For me it says: "Comments text can't be empty". How does that work?

Ah, that's probably because of "favorites", see the tooltip of a good rating in the stats: "Number of people who rated it Good or added it to favorites."
