External Flash or Applet?

Should we have a rule with external Flash or Applet?
Maybe it is as dangerous as external script.

Bumping this thread because it isn't always dangerous, sometimes it is even the premise of a script (like, play back MP3s in Flash etc.) but maybe a heuristic search type deal that gives a warning to the user wouldn't be a bad idea (search for .swf, .dcr, .dxr, .fla, .flv, or .jar and .class and the rest)
