It seems like people don't want to read the rating label and still use it to indicate their (minor) issues with a script. Also the label is apparently ambiguous - "Report script to moderators - malware, stolen code, or other bad things requiring review" - which seems to be interpreted by some people as to report whatever bad things (those minor issues) requiring review so that moderators will fix them.
The best solution would be to move this function from the new discussion page to a separate "Request removal of the script" link somewhere. Also note the clear call-to-action message of the new text.
If separating it is too much of a problem then at least putting it to the bottom of the list of ratings would be helpful.
