Set Default Flash Quality to 'Low'

I've been hunting for a script that will tell all flash to run in low quality by default.

I've search for a script to do this, and there seems to have been on in the past, but all the links I try take me to userscripts.org.

I am hoping that there is a copy of a safe script to do this already, but if there is not one available, would anyone be willing to take up the challenge?
