Change Turkopticon page titles to be more specific and consistent, and display them as heading text within the page too. Also adds review permalinks and other navigation improvements, and shortens long edit notes.

Adds useful functionality to Turkopticon
I read a lot of TO. I don't need this script to search for comments_by a particular reviewer, but it does that (and much more). The 'permalink' function alone saves me a lot of running-around-John's barn when I need to refer to a specific TO review. Will some of these features be added, someday, to Turkopticon? I hope so! But in the meantime, this script seamlessly makes me more productive on TO.
