How the hell do I rate a script?

So I see a Green, Yellow, and Red number for each script but how the heck do I submit my review/rating for a script?

Every userscript page on greasyfork has a feedback tab link where you can write a new review and specify a rating. The UI/UX isn't exactly self-explanatory.

Well, I found that part and typed something and picked the Green button but the counter on the front page didn't change. Maybe it takes a while. Ah well, no big deal.
