Torn City Chain Watch Alert (enhanced)

Alert when chain timer drops below user-defined threshold and fade the screen red. Toggle support added.

Added "Popup On" toggle to allow disabling the disruptive browser alert.

Screen fading alert now works independently, even with popups off.

User preferences are saved in localStorage for both toggles.
