tweaked how the script recognizes previously saved tags vs. newly added tags. it can now survive a page refresh (which happens easily enough on mobile by accidentially pulling the page down).
included a @require for jQueryUI Touch Punch, which appears to be the only way to make it work on touch devices
adding a handle to the sortable tags in an attempt to provide a workaround for mobile browsers
