One-Button Toggle: Open Links in Background Tabs (Per-Page + Modifiers, Bottom-Right)

Hover bottom-right to reveal a toggle. ON: links open in background tabs; Alt=current tab; Shift=foreground tab. State persists per page (origin+pathname).
